Just got a Speakout phone, but I can't setup the voicemail.
The instructions say I should press and hold 1, but it just asks me to input a phone number contact.
What's the actual number to call? I tried calling my own number, it doesn't work.

Same problem here. When I got a 5130 and it asked for the number, so I put in the temp pass, and then it seems to have set the temp pass as the number it calls when you hold 1.

No, if you entered your temp pass where it says to enter the voicemail number, then YOU punched in the wrong number. The voicemail number is a regular phone number.
Of course, when you hold down the 1, it will attempt to call whatever number is entered there, so it's imperative that a correct voicemail number is punched in.
