Can I activate an old Rogers GSM phone (with a brand new Rogers SIM) on Speakout as a back-up phone?

You can use any Rogers GSM phone with SpeakOut but you need a SpeakOut -- not Rogers -- SIM to do it. Activation, phone number, airtime credit, etc. are all associated with a SIM, not with a phone.
