Is there any way to send a speakout user a text message from the internet? Like how all the big carriers have websites where other people can send their users text messages from. If so, is there a charge to the speakout for receiving the text?

Thanks

Rogers's text-to-SMS service still works, or at least did a couple of weeks ago. Start here, register and try it. (The reverse, i.e. replies, doesn't seem to work.) There were posts about this recently that you may be able to find using Search.

No.

It also somewhat worked from YAHOO MAIL. You have to have the new version of Mail - not the classic.
Then you just go to "New" and then TXT message. It worked for 3 text messages then yahoo sent me a text saying in order to continue using the service I needed to either reply to the # or register my phone # for yahoo mobile. I haven't got to try that yet, but will soon because it seems like you can sign up to receive TXT message for sports updates / weather ...etc. Once I do, I'll post the results.

That may be because Rogers, who provides the cell network on which SO runs, also partners with Yahoo. For example click rogers.yahoo.com or express.rogers.yahoo.com and see where it redirects you.
