According to this websites, "outgoing messages outside of Canada and the US are 35 cents each." Does this mean that I can send a text message from New York? I know that I can't call. Sorry if this is a stupid question.

Not a stupid question at all. You can not use the SpeakOut service at all outside of Canada. That goes for calls and texts.
