That is partially correct. When the Virgin account's funds depleted, the account will only be deactivated after 60 days. The account is still active during this 60 days, if I buy a top up within the 60 days, I could use the phone again.
In any case, I confirm the Virgin account is active and it has zero balance. I am wondering if I can port a zero balance Virgin Mobile Prepaid phone number to Speakout?

You can certainly port from any prepaid account of any provider even if the account has a zero balance. You do have to make sure the account is active though, which is usually the case at least 30 days after you have a zero balance. With some providers, it could be later than that, but you are probably playing with fire if you want to keep your number.

I was curious about how long after I buy and activate a SO phone that my number could ported over so I submitted the question on the website Contact Us Form Submission.
"Is there a time limit when porting my number to a new SpeakOut phone? I'd like to run down the balance on my old Virgin prepaid phone first."

There is no time limit however both number must be active in order to be available for porting.

I had initially asked the question by email but when I didn't get an answer after a few days then used the website Contact Us Form Submission. Anyways the answer to the email finally showed up today after 8 days.

There is no time limit. Be sure that your SpeakOut number remains active and has sufficient funds to the monthly Regulatory Recovery Fee of $1.25 to be deducted.
