I forgot to top-up my SO phone and it's not usable anymore. From what I understand, the sim card was deactivated and rendered useless. So, I need to get a new phone or sim card. Since there is a new promotion right now, I will just get a new phone. Is it possible to port the number from the expired phone to a new one?

No, if it's past 120 days of being expired, and the sim is deactivated, you will have to get a new number.

Why don't you call SO CS and ask them. They can look up your number, advise the status of your account and tell you what your options are.
