You can use the 7-11 phone with a US sim card provided the 7-11 phone is unlocked. Most of 7-11 phones are unlocked, but apparently, some of the newer models are indeed locked. A new sim card will have a new phone number, you cannot use the old one unless you use the old sim. You can swap the sims back and forth.

John....
P.S can I buy a sim card in the states and put it in the 7/11 phone and use the same number
No, the sim card is your identity/phone number on the network. Each sim card has it's own phone number. You can switch sims using one phone only if a phone is unlocked (not tied to one provider).
When you buy a prepaid kit (like Tracfone) while in the States, a sim will be included.
There is good reading about sim cards on the home page of this site. I would encourage to do lots of reading there as well.
